Captain America: New World Order represents a huge change in the Marvel Cinematic Universe regarding its heroes on Earth and the political world they operate in. With General Ross now the President of the United States, it's safe to say that heroes will be held even more accountable for their actions since the Sokovia Accords got repealed. However, even with the strictest man in the MCU now running the country, there's still a chance for some chaos, thanks to the movie's main villain -- The Leader.
With many influences from The Incredible Hulk being implemented, including the return of Betty Ross, it's created some speculation among fans that the Red Hulk could also debut. However, since the comics had General Ross becoming the Red Hulk and his character is now running a country, it's unlikely he will fill that role. However, that doesn't mean another character can't take his place.
Red She-Hulk's Origin Is Tied to The Leader
In the comics, Betty's return was also a resurrection, as the character was believed to have been dead for some time. As it turned out, The Leader and the organization Intelligencia (which appeared in She-Hulk: Attorney At Law) brought her back and altered her mind and physiology to become the Red She-Hulk. In this form, her rage was greater than ever, and she had a great dislike for Bruce Banner and his Hulk persona. She was also known to fight hard and double-cross those she worked with.
The Leader was always a source of struggle for many heroes in the Marvel Universe, and Betty was just another example of his constant desire to tamper with the natural laws of humanity. It led to her coming into conflict with the man she loved and betraying her father. Nevertheless, Betty still managed to pull herself together enough to use her abilities to be an ally, and this same complexity could fuel her return as a Hulk in the MCU.
Red She-Hulk Could Be a Major Challenge for Many Characters
Not only would Red She-Hulk be a surprise addition to Captain America: New World Order, but she'd also provide a mental and physical challenge for many of its characters. For example, Thaddeus Ross has always had a hatred for those wearing masks and fighting outside the law, specifically Hulk. But seeing his daughter in a similar position would force him to decide if pursuing her the same way he did Bruce would be worth it. Furthermore, Betty's enhanced rage could eventually come back to bite Hulk, as he left her behind when he became an Avenger.
The Leader has always been a man with many talents, and manipulation could be just another one should he creates the Red She-Hulk. In the end, Betty's return is a more than welcome surprise for the MCU. But having her potentially become a Hulk would be an even greater surprise and could easily scratch the itch for fans who want Red Hulk to appear. So, Captain America: New World Order is in a unique position to grow the MCU in a way close to the comics while maintaining a realistic and grounded aesthetic.
